Surely this is in response to what Sonny Manuel thinks is the atheist argument: "Atheists do not believe in God, therefore God does not exist." My guess would be that this billboard is meant to mock that argument and essentially say, "See, that argument is absurd. You suck, we win, you lose, nyah!" The point of course is that NEITHER argument is at all reasonable.

Reality exists independent of what anyone, including God may think. (Some may say, "But whatever God thinks is necessarly true, because He knows ALL" but I don't care because the come back is weak and not worth sneezing at.) The claim on the billboard is absurd because it is self evident that atheists exist: hi, here I am, a person who does not believe that God exists. There, that was easy. Furthermore, the claim presupposes the existence of God, which is not self evident, in fact it's quite outrageous as "God" is illdefined and those definitions which are ascribed to this being go against all natural laws as described by the most strongly accepted (and thus most certain) scientific studies.

The claim that Pastor Manuel may think atheists make that "Atheists do not believe in God, therefore God does not exist," is absurd as well. One response would be to say that, in fact, no evidence exists to suggest God exists, therefore atheists do not believe in God. Elaborations could easily be made as necessary.
